A bet­ter design of mul­ti­mo­dal trans­port chains offers a varie­ty of eco­no­mic bene­fits, espe­ci­al­ly in view of the 30% increase in freight trans­port volu­mes fore­cast for 2050. In addi­ti­on to reli­e­ving the road infra­struc­tu­re and coping with limi­t­ed capa­ci­ties, it con­tri­bu­tes to redu­cing CO2 emis­si­ons and traf­fic noise, impro­ves the effi­ci­en­cy of logi­stics pro­ces­ses and increa­ses traf­fic safe­ty. By pro­mo­ting rail trans­port, we can all bene­fit from more sus­tainable and effi­ci­ent freight trans­port in the long term, with the aim of using all modes of trans­port accor­ding to their strengths.

The key to this is the digi­tal auto­ma­tic cou­pling DAK. Through it, rail freight trans­port beco­mes more effi­ci­ent, pro­duc­ti­ve and enab­led to inte­gra­te into the mul­ti­mo­dal logi­stics chains of the eco­no­my. Digi­ta­li­sa­ti­on is the core ele­ment for SGV to play any role at all in the mul­ti­mo­dal trans­port chain in the future.

Tog­e­ther with the Fede­ral Office of Trans­port (FOT) and the Asso­cia­ti­on of Public Trans­port (VÖV), the VAP Asso­cia­ti­on of the Loa­ding Indus­try has signed a decla­ra­ti­on of intent on the digi­ta­li­sa­ti­on and auto­ma­ti­on of Swiss rail freight trans­port. Num­e­rous com­pa­nies in the sec­tor have declared their coope­ra­ti­on, start­ing with the intro­duc­tion of digi­tal auto­ma­tic cou­pling. VAP Pre­si­dent and Mem­ber of the Coun­cil of Sta­tes Josef Ditt­li pro­vi­ded the impe­tus for an imple­men­ta­ti­on and finan­cing con­cept for the auto­ma­ti­on and digi­ta­li­sa­ti­on of rail freight trans­port with his moti­on 20.3221 “Trans­port­ing goods more effi­ci­ent­ly by rail through auto­ma­ti­on”.

By means of digitalization and automation, the freight train can become a competitive player in the multimodal transport chain!

Financing

The Euro­pean DAC Invest­ment Plan study explo­res dif­fe­rent finan­cing opti­ons. There is a signi­fi­cant need for fun­ding to address the high costs of retro­fit­ting the sec­tor. Public funds are nee­ded to fill this capa­ci­ty gap. The report aims to descri­be the ope­ra­tio­nal frame­work, the over­all finan­cing needs and dif­fe­rent finan­cing approa­ches for the deploy­ment of this technology.

Project information

Initial situation

Moti­on Ditt­li 20.3221 “Trans­port­ing goods more effi­ci­ent­ly by rail through auto­ma­ti­on” was adopted by the Swiss par­lia­ment on Decem­ber 17, 2020. It ins­tructs the Fede­ral Coun­cil to sub­mit to Par­lia­ment “a con­cept for the finan­cing and for the coor­di­na­ted imple­men­ta­ti­on of tech­ni­cal inno­va­tions, which in par­ti­cu­lar enable (par­ti­al) auto­ma­ti­on of the last mile in rail freight trans­port and sim­pli­fy the manage­ment of the road-rail inter­face in mul­ti­mo­dal logi­stics chains”.

With this con­cept, the finan­cing and imple­men­ta­ti­on of the tech­ni­cal inno­va­tions – in con­junc­tion with fur­ther mea­su­res (cf. Moti­on Ditt­li 20.3222) – rail freight trans­port, in par­ti­cu­lar wagon­load trans­port, is to be enab­led to inte­gra­te more stron­gly into mul­ti­mo­dal logi­stics chains and thus to be able to make a signi­fi­cant con­tri­bu­ti­on to the cli­ma­te tar­gets adopted by the Fede­ral Coun­cil on 28.08.2019.

The start­ing point for incre­asing the mar­ket share of rail freight is to signi­fi­cant­ly increase its pro­duc­ti­vi­ty and thus com­pe­ti­ti­ve­ness. It applies,

  • to upgrade the rail sys­tem and enable signi­fi­cant pro­duc­ti­vi­ty increa­ses in rail freight transport,
  • to make the ser­vices of the rail sys­tem as a whole more fle­xi­ble, simp­ler, more relia­ble and more cost-effective,
  • to offer cus­to­mers more attrac­ti­ve ser­vices in the value chain of the trans­port and logi­stics market,
  • moder­ni­ze shun­ting ope­ra­ti­ons and crea­te attrac­ti­ve and sus­tainable job profiles,
  • to com­pen­sa­te for the eli­mi­na­ti­on or reduc­tion of many rail-rela­ted goods,
  • to open up new markets
  • and thus to enable a sus­tainable deve­lo­p­ment of rail freight transport.

The cen­tral ele­ment of the auto­ma­ti­on of rail freight trans­port is the digi­tal auto­ma­tic cou­pler (DAC) → fur­ther infor­ma­ti­on on DAC. Within the frame­work of the Euro­pean DAC Deli­very Pro­gram­me (EDDP), the various initia­ti­ves for the imple­men­ta­ti­on of DAC are bund­led and advan­ced on a Euro­pean level. With the DAC4EU pro­ject, the fin­dings of which flow direct­ly into the EDDP, an indus­try con­sor­ti­um of the rail freight sec­tor in the EU with the par­ti­ci­pa­ti­on of Switz­er­land has laun­ched the DAC migra­ti­on pro­ject with power and data lines. Based on Artic­le 10 of the Freight Trans­port Act (GÜTG; SR 742.41), the fede­ral govern­ment can pro­vi­de finan­cial sup­port for invest­ments in tech­ni­cal inno­va­tions in freight trans­port. We are now deve­lo­ping a con­cept for the finan­cing and coor­di­na­ti­on of a large-scale intro­duc­tion of new technologies.

The aim of the pro­ject is digi­tiza­ti­on and auto­ma­ti­on in rail freight trans­port, start­ing with the intro­duc­tion of digi­tal auto­ma­tic coupling.

Purpose

The aim of this con­cept is to enable rail freight trans­port, in par­ti­cu­lar wagon­load trans­port, to inte­gra­te into the mul­ti­mo­dal logi­stics chains of the eco­no­my and thus con­tri­bu­te to the cli­ma­te tar­gets adopted by the Fede­ral Council.

The start­ing point for incre­asing the mar­ket share of rail freight trans­port is to signi­fi­cant­ly increase its pro­duc­ti­vi­ty and thus its com­pe­ti­ti­ve­ness.

To ensu­re prac­ti­cal rele­van­ce, a coope­ra­ti­on agree­ment has been con­cluded with indus­try repre­sen­ta­ti­ves. Pro­ject manage­ment is cha­rac­te­ri­zed by a high degree of agi­li­ty. New fin­dings flow into the next deve­lo­p­ment step; it is important to be able to work fle­xi­bly and effi­ci­ent­ly at the same time.

Schedule

The pro­ject is to be deve­lo­ped in coor­di­na­ti­on with the Euro­pean bodies (indus­try con­sor­ti­um and aut­ho­ri­ties). The aim is to enable the Fede­ral Coun­cil to adopt the dis­patch for the atten­ti­on of par­lia­ment at the end of 2023. In this way, imple­men­ta­ti­on can pro­ba­b­ly begin at the same time as that of the Euro­pean project.

Project organisation

To deve­lop the con­cept for “Auto­ma­ti­on in rail freight trans­port in Switz­er­land, start­ing with migra­ti­on to digi­tal auto­ma­tic cou­pling (DAC)”, the part­ners are set­ting up a pro­ject orga­ni­sa­ti­on under the lea­der­ship of the Fede­ral Office of Trans­port. In addi­ti­on to the part­ners, the signi­fi­cant­ly invol­ved com­pa­nies, wit­hout whose assis­tance the pro­ject objec­ti­ve can­not be achie­ved, par­ti­ci­pa­te in this pro­ject organisation.
